Separate FX differences, platform fees and refunds in cross-border settlements

Reconcile a worked USD settlement, separating refunds, fees, held funds, conversion rates and bank charges without double counting.

CaiGeekUpdated

A cross-border store's sales figure and the renminbi eventually credited to its bank account often differ. Subtracting the bank receipt from “sales multiplied by an exchange rate” mixes refunds, platform fees, funds on hold and currency effects. Reconcile the settlement in its original currency first, connect it to the actual conversion and bank receipt, and then classify each difference.

This is a management reconciliation guide for a mainland China business. An overseas customer or platform does not automatically change the accounting framework applicable to that business. Overseas entities, local tax obligations and export tax refunds require separate assessment.

Establish which transactions the receipt covers

Keep the links between platform, store, legal entity, original currency, settlement batch and bank receipt. Distinguish the order period, platform settlement period, conversion date and bank credit date. Where platform time differs from Beijing time, retain the original timestamps and the basis for conversion.

A statement may include a previous period's refund or released reserve; one bank credit may combine several batches. Confirm the batch boundaries and opening unsettled balance before matching amounts. The bank credit date is not automatically the revenue date for every underlying order.

Original-currency orders and adjustments → amount available for settlement → actual conversion → net bank receipt

Each step needs supporting statements, settlement records or bank evidence. Keep currencies separate until conversion is documented, and do not record a withdrawal as another sale.

Reconcile the original currency using an illustrative batch

Assume one USD batch for a mainland China company has no opening balance. The sales amount consistently excludes taxes collected on behalf of others, and the refunds, fees and hold below belong to this batch. There are no other adjustments. These are invented explanatory figures, not a platform tariff, a live exchange rate or customer performance.

Batch itemUSD amountWhat to verify
Sales proceeds10,000Match the covered orders
Confirmed refunds−800Link to original orders and check whether already deducted from a net figure
Platform service fees−1,200Verify the fee components and scope
New funds placed on hold−500Unpaid funds, not automatically an expense or loss
Settlement transferred7,500Match the USD received by the payment provider

Sales less refunds and platform fees leave USD 8,000: USD 7,500 transferred and USD 500 still on hold. Both explain the net entitlement from the batch. A later release should link back to the original hold; release alone is not new revenue. Any actual penalty, compensation or loss needs its own evidence and treatment.

A real statement may also contain an opening balance, releases of earlier holds, chargebacks, tax items, subsidies or prior-period adjustments. Add the items that actually exist. This simplified example is not a universal formula for every platform.

Separate the renminbi receipt differences

Now assume the entire USD 7,500 is converted at CNY 7.10 per USD, with a separately stated CNY 50 bank fee deducted before credit. The net bank receipt is CNY 53,200.

At a management budget rate of 7.20, the reference amount would be CNY 54,000. The CNY 800 difference is:

  • CNY 750 from USD 7,500 multiplied by the 0.10 difference between the budget rate and the actual conversion rate.
  • CNY 50 from the separately identified bank fee.

The CNY 750 is a variance against a budget reference, not automatically a recognized accounting exchange loss. If only the net receipt is available and neither the conversion rate nor fees are documented, the two components cannot be uniquely determined. Obtain the conversion confirmation or charge details before allocating the difference.

The USD 1,200 platform fee was already deducted in the USD settlement. Subtracting it from the net CNY receipt again would double count it. The USD 500 hold was not converted in this payment and must not be presented as cash already received at this rate. For split conversions, preserve each amount, date and executed rate before adding the CNY results.

Keep accounting exchange differences distinct from management comparisons

An entity applying China's Accounting Standards for Business Enterprises must use its functional currency and the relevant foreign-currency requirements. Articles 10 and 11 of the Ministry of Finance's ASBE No. 19: Foreign Currency Translation address initial translation and balance-sheet-date treatment. An accounting exchange difference requires the related recognized receivable, cash or liability and its carrying amount; a budget rate alone does not establish it.

If a foreign-currency balance remains at period end, identify its nature. The Ministry's response on monetary and non-monetary items explains that the two categories do not share one period-end translation treatment. A business applying the Small Enterprise Accounting Standards or another framework must check that framework's rules. The accounting periods and classification of refunds, revenue, fees and taxes also need separate review.

This example covers a settlement in an ordinarily exchangeable currency without hedging. It does not address lack of exchangeability, capitalization of foreign-currency borrowing costs or group consolidation. Official texts were checked on 31 October 2026; apply the rules effective for the actual transaction period.

Route unexplained differences to the right records

If the original-currency statement does not balance, investigate orders, refunds, fees and holds. If the platform transfer does not match the payment provider's receipt, check combined batches, funds in transit and additional deductions. If the converted amount differs from the bank credit, check the executed rate, charges and timing. Leave unsupported differences explicitly unresolved instead of posting a balancing amount to exchange gains or losses.

The owner-facing result can be brief: cash received, funds still held, fees, currency variance against budget, and remaining unknowns. The finance team retains the supporting relationships and actual accounting treatment for follow-up.
