Summary

A China-based ecommerce exporter should not file an export VAT refund from a marketplace payout or an incomplete document folder. First identify the exporter type and refund method, then match customs evidence, eligible purchase VAT documents, sales records, and receipt evidence shipment by shipment. File the complete eligible population and place every unresolved item on a dated exception register.

Which four records decide whether an export shipment is ready?

Four records decide readiness: the export customs declaration or agency export certificate, eligible purchase VAT evidence, the sales entry, and the required receipt evidence. State Taxation Administration Announcement No. 5 of 2026, effective 1 January 2026, separates the filing materials for production enterprises and foreign-trade enterprises, so the first check is the legal exporter and applicable refund method.

MOF and STA Announcement No. 11 of 2026 sets the underlying business conditions for ordinary exported goods: sale to an overseas party, customs declaration and actual departure, recognition as a sale under the accounting system, and receipt of proceeds as required. A platform order export proves only the commercial order; it does not by itself prove customs exit, eligible input VAT, or the accounting and receipt conditions.

Decision: approve a shipment for the filing population only when one stable shipment key connects all four lanes. A grand-total match across January 2026 is not enough if individual declarations, invoices, or receipts can be swapped without detection.

How should a finance team classify an incomplete file?

An incomplete file belongs in one of three buckets: correctable mismatch, not-yet-ready shipment, or broken business flow. Announcement No. 5 of 2026 requires customs declarations for self-exported goods or an agency export certificate for entrusted exports, while foreign-trade enterprises also need eligible purchase VAT evidence such as special VAT invoices or customs import VAT payment documents.

A correctable mismatch exists when the underlying transaction is valid but fields disagree, such as a goods name, measurement unit, commodity code, or allocation reference. Article 23 of Announcement No. 5 requires goods names and units on customs and matched purchase evidence to correspond; combined components or different units require a written relationship and conversion explanation.

A not-yet-ready shipment has a real export chain but lacks a required document or a reliable receipt allocation at the review date. A broken business flow is more serious: the wrong entity purchased the goods, another party appeared as exporter without the required agency evidence, the supplier invoice describes unrelated goods, or the books recorded only the marketplace net payout.

Stop rule: do not manufacture a conversion table, backfill a supplier description, or move another entity's invoice into the file to make totals agree. Put the shipment outside the approved population until the evidence and legal flow support the same transaction.

What order finds refund-document gaps fastest?

The fastest order is population, identity, quantity, value, VAT evidence, accounting, and receipts. Starting with a refund calculation can waste hours because a mathematically correct rate cannot repair a missing declaration, the wrong exporter, or an invoice that belongs to another SKU.

  1. Freeze the population: list every declaration number and export date for the filing period, including entrusted exports separately.
  2. Confirm identity: match exporter, seller, purchasing entity, overseas customer, and any export agent.
  3. Prove quantity: bridge order SKU and warehouse shipment units to customs goods and declared units.
  4. Prove value: reconcile order currency, discounts, declared FOB value, sales entry, and exchange-rate source.
  5. Attach VAT evidence: match eligible purchase documents by goods, unit, quantity, supplier, amount, and tax.
  6. Close accounting and receipts: connect sales journals and receipt references to the same shipment population.

The Zhejiang STA filing guide published 8 April 2026 lists the foreign-trade enterprise export detail form, purchase detail form, customs or agency evidence, eligible purchase VAT documents, and required attachment list. It also states that online channels can accept forms and evidence digitally, while the taxpayer must retain the ordered filing materials.

Release rule: the reviewer should sign both record count and value controls. For example, 126 declarations, 4,820 units, RMB 3.20 million of declared value, and RMB 2.46 million of matched eligible purchases are four different controls; one matching currency total cannot replace the other three.

When should the business file, wait, or repair the operating chain?

File when the eligible shipment population is complete, wait when valid shipments still lack required evidence, and repair the operating chain when entity or transaction design prevents a defensible match. Announcement No. 5 of 2026 says a tax authority should accept a complete, compliant filing and give a one-time notice when filing materials are incomplete or nonconforming.

The filing calendar should show submission readiness separately from expected cash. Zhejiang's April 2026 guide describes statutory processing categories of 5, 10, 15, or 20 working days for eligible enterprises after accepted filing, but an incomplete or factually disputed file is not the same as an accepted eligible declaration.

Three current official sources define this checklist, checked 27 August 2026. Announcement No. 11 defines the export-business conditions, Announcement No. 5 defines filing and evidence mechanics, and Zhejiang's 8 April 2026 guide translates the rules into a public application-material list and processing workflow.

The control totals are illustrative and are not a refund estimate, filing threshold, processing promise, or client result. Export route, goods, entity type, refund method, tax classification, filing period, and local tax-authority requirements must be confirmed for the actual transaction.
